Garante privacy a Facebook: chiarire iniziative intraprese su elezioni politiche italiane

Il Garante per la privacy ha inviato a Facebook Italia (Meta) una richiesta urgente di chiarimenti in relazione alle attività intraprese dal social network riguardo alle prossime elezioni per il rinnovo del Parlamento italiano.

Meta, la società che gestisce Facebook, ha infatti pubblicamente annunciato di aver avviato una campagna informativa pubblicando promemoria. La campagna, indirizzata espressamente agli utenti maggiorenni italiani, sarebbe volta a contrastare le interferenze e rimuovere i contenuti che disincentivano al voto. Fra le iniziative intraprese da Meta vi sarebbero: la collaborazione con organizzazioni indipendenti di fact-checking e l’utilizzo di un Centro operativo virtuale per identificare in tempo reale potenziali minacce.

Il Garante, anche alla luce della precedente sanzione comminata a Facebook per il caso “Cambridge Analytica” e il progetto “Candidati”, avviato per le elezioni del 2018, ricorda che è necessario prestare particolare attenzione al trattamento di dati idonei a rivelare le opinioni politiche degli interessati e al rispetto della libera manifestazione del pensiero.

Facebook dovrà fornire informazioni puntuali sull’iniziativa intrapresa; sulla natura e modalità dei trattamenti di dati su eventuali accordi finalizzati all’invio di promemoria e la pubblicazione degli “adesivi” informativi (pubblicati anche su Instagram - Gruppo Meta); sulle misure adottate per garantire, come annunciato, che l’iniziativa sia portata a conoscenza solo di persone maggiorenni.

Italian SA Requests Clarification from Facebook on Steps Taken Regarding Italian National Elections

The Italian SA sent an urgent request for clarification to Facebook Italia (Meta) regarding the steps taken in connection with the forthcoming national elections.

The request from the SA follows Meta’s announcement of an information campaign based on published reminders. The campaign targets explicitly Italian users aged above 18 and is said to be aimed to counter interferences and remove contents that can discourage voting. The initiatives envisaged by Meta would include the cooperation with independent fact-checking organisations and the setting-up of a virtual operational centre to detect potential threats in real time.

Partly in the light of the measures taken against Facebook following the ‘Cambridge Analytica” case and the ‘Candidati’ project for the 2018 national elections, the Italian SA recalled that special attention should be paid to the processing of data suitable for disclosing political opinions as well as to ensuring respect for freedom of expression.

Facebook will have to provide detailed information on this initiative including nature and arrangements of processing activities and any agreements for the sending of reminders and the publication of information ‘stickers’ (which were also published on Instagram, a company belonging to the Meta group). Clarifications will also have to be provided on the measures in place to ensure that only users aged above 18 will be targeted as announced by the company.
